Anthony Perruzza’s December 2023 Council incidents were not the only occasions when his conduct became part of Toronto’s official meeting record.
Another procedural dispute occurred earlier in 2023.
What Happened?
During the Council proceedings, Councillor Shelley Carroll raised an objection after Perruzza criticized or challenged her over a procedural matter involving a recorded vote.
Speaker Frances Nunziata reviewed the situation and concluded that Carroll’s procedural position was correct.
Perruzza was instructed to apologize.
The discussion continued, eventually prompting a warning from the Speaker.
Speaker’s Warning
Toronto Council records show Nunziata reminding Perruzza that he had served on Council long enough to understand meeting rules.
The Speaker also warned that continued behaviour could result in him being asked to leave the meeting.
The episode did not carry the same significance as an Integrity Commissioner finding, but it remains a documented Council conduct issue.
Why Procedural Conduct Matters
Municipal councillors are elected not only to vote but also to participate effectively in committees, negotiations and debates.
A councillor’s ability to maintain productive working relationships can affect how efficiently Ward priorities move through City Hall.
That does not mean every argument represents misconduct.
Toronto Council frequently features strong disagreements.
However, formal interventions from the Speaker form part of the record residents may reasonably consider when evaluating their councillor’s performance.
